Fairfax County Police Chief Kevin Davis Announces Command Staff Promotions


Fairfax, VA — The Fairfax Police Department (FCPD) is proud to announce the promotion of Jeffrey Reiff and Wilson Lee to the rank of major. FCPD is also proud to announce the promotion of Eric Ivancic, Carolyn Kinney and Mohammed Oluwa to the rank of captain.

“These leaders will build upon the already strong legacy of community service and public safety in Fairfax County,” said Chief Kevin Davis. “These individuals are all well-suited and eager to tackle any challenges that come their way. I am confident that the latest round of promotions will keep our department on the cutting edge of law enforcement.”

A brief biography of each candidate can be found below:

Jeffrey Reiff has been promoted to Major of the Major Crimes, Cyber and Forensics Bureau. Major Reiff previously served as Captain of the Special Operations Division. Major Reiff began his career with the Fairfax County Police Department in 1998. He went on to serve as the Commander of the Mount Vernon District Station and School Liaison Commander. Major Reiff also served as the Assistant Commander of the McLean District Station.

Major Reiff has a bachelor’s degree from Mountain State University. He previously worked in New Jersey for the Monmouth County Sheriff’s Department’s Corrections Division. He completed the FBI’s Executive Leadership Institute; Strategic Management for 21st Century Policing Course through the University of Louisville and International Association of Chiefs of Police (IACP) Leadership in Police Organization training.

Wilson Lee has been promoted to Major, Director of the Criminal Justice Academy. Major Lee previously served as Captain of the McLean District Station. Major Lee began his career with the Fairfax County Police Department in 2008. He went on to serve as the Staff Duty Officer for the Patrol Bureau and the Assistant Commander of the West Springfield District.

Major Lee has a bachelor’s degree from George Mason University and a master’s degree in security and safety leadership from George Washington University. He also completed IACP’s Leadership in Police Organization training.

Eric Ivancic has been promoted to Captain of the Animal Services Division. Capt. Ivancic previously served as the Commander of the Crisis Intervention Team. Capt. Ivancic began his career with the Fairfax County Police Department in 2000. He went on to serve as the Police Liaison Commander for the Department of Public Safety Communications and as a Second Lieutenant in the Internal Affairs Bureau.

Capt. Ivancic has a bachelor’s degree from Buffalo State College. He completed IACP’s Leadership in Police Organization training and created the Leadership and Self-Awareness training with Fairfax County’s Organizational Development and Training Team.

Mohammed Oluwa has been promoted to Captain of the Reston District Station. Capt. Oluwa previously served as the Commander of the Mason District. Capt. Oluwa began his career with the Fairfax County Police Department in 2002. He went on to serve as the Assistant Commander of the Criminal Justice Academy and as an Assistant Commander of the Major Crimes Bureau.

Capt. Oluwa has a bachelor’s degree from Liberty University and is a Marine Corps veteran. He recently completed an IACP fellowship.

Carolyn Kinney has been promoted to Captain of the McLean District Station. Capt. Kinney previously served as the Assistant Commander of the McLean District. Capt. Kinney began her career with the Fairfax County Police Department in 2003. She went on to serve as FCPD’s Accreditation Manager and lead the Crime Analyst Unit.

Capt. Kinney has a bachelor’s degree from the University of Minnesota and a master’s degree in psychology from Marymount University.
