Baron, I think this is shrapnel/residue from an explosive device. I believe they probably ripped Charlie's shirt off in the car and the pieces/fragments/residue went EVERYWHERE.

When I was 16 someone stole my purse the police caught her and they kept my ID my birth control everything in there as part of the evidence and I couldn't get it back to after the trial so how is all that stuff not in evidence the car the phones the cameras everything
I would assume when you know top secret stuff they always test you. They might even drug you to see if you'll talk about it. If you fail then you know they'll come for you and you'll be paranoid.
