In the reflection of the vehicle you can easily see the officer's eyes are glossy and his speech is slurred. His watch is on his right wrist, a clear indication that he's too drunk to know where it belongs. I despise drunk officers. Have a nice day.

If you refused to take a sobriety test that's automatic arrest even if you are not drunk. Nowadays they usually do the breathalyzers at the station, not mobile breathalyzers anymore. So both were in the right both were in the wrong.
