I kinda figured it was for timing purposes! This is also very cool though. How exactly does the movement of your hand serve to elongate the note? Or is it more of a feeling along thing?
When you find your natural rhythm, your body wants to flow between points. Wait times between notes feel like an eternity if you have practiced the same piece a millions times. It might only be a fraction of a second, but you'll perceive it as several seconds of holding you hand position and doing nothing. And although you have the endurance to hold that tension, your mental state will tell your arm it's been a longer time than it has been, and your arm will feel artificially more tired than it should. You keep the arms moving, find the rhythm and a natural motion to fill the in-between times. Even if the natural motion is 'fancy' or 'elongated', as long as it helps you find a rhythm. Commit the rhythm to second nature, and then let instinct guide your performance.
Even if we'rr not considering the pomits made here, music is a performance! Harp players can make big fancy hand movements, the same way piano players shoot their hands to head-height, the same way a violin will sway their scroll!
As a bass player i was always told to MOVE MY BODY. Its essentially "dancing" it helps you stay in time. This i assume is the harp equivalent. The hand lands back on the strings in time for the next note.
tbh performing an instrument is like acting, too, and that's what i see these "silly" movements to be. im a violinist and i used to feel so silly sniffing before coming in, or following through on a big bow movement, but that is just as much a part of the performance as the music!!!

I subconsciously do it when DJing when adding flavor using performance FX and it helps greatly
It is also fun, and looks like you're having fun, which makes other people empathize and have fun as well!
As a cello player I always assumed it was also helpful with timing and reminding yourself to give pause. That’s what I tend to do with bow strokes 😂
So in short. Its just feeling the music and having it flow through you.
The most important thing of all when playing any musical instrument is making correct faces.
It's functionally dancing, right? Keeps you physically engaged with the music, even if you're not touching the instrument
Physiologically, you're engaging more areas of your brain in the act of playing, and those different areas reenforce each other
I do the same thing playing drums, I know I am about the snare drum in like 4 beats so I get it prepared high up
The real question is "why wouldn't they?"
I imagine the second way can be used in something like a game ost for a character that's meant to be majestic but which is ultimately a robot.

I wouldn’t say it is robotic, but perhaps more minimalist. “Expansive” hand movements are more involving of the artist and the audience
I know a harpist who doesn't do this and its sounds.. interesting
