Image: RNZ\/Samuel Rillstone<\/figcaption><\/figure>\n<\/div>\n<p>Henare attended the committee and apologised, which contributed to his lesser sanction.<\/p>\n<p><strong>\u2018Finger gun\u2019 gesture<\/strong><br \/>MP Parmjeet Parmar \u2014 a member of the Committee \u2014 was first to speak on behalf of ACT, and referenced the hand gesture \u2014 or \u201cfinger gun\u201d \u2014 that Te P\u0101ti M\u0101ori co-leader Debbie Ngarewa-Packer made in the direction of ACT MPs during the haka.<\/p>\n<p>Parmar told the House debate could be used to disagree on ideas and issues, and there was not a place for intimidating physical gestures.<\/p>\n<p>Greens co-leader Marama Davidson said New Zealand\u2019s Parliament could lead the world in terms of involving the indigenous people.<\/p>\n<p>She said the Green Party strongly rejected the committee\u2019s recommendations and proposed their amendment of removing suspensions, and asked the Te P\u0101ti M\u0101ori MPs be censured instead.<\/p>\n<p>Davidson said the House had evolved in the past \u2014 such as the inclusion of sign language and breast-feeding in the House.<\/p>\n<p>She said the Greens were challenging the rules, and did not need an apology from Te P\u0101ti M\u0101ori.<\/p>\n<div class=\"photo-captioned photo-captioned-full photo-cntr eight_col \">\n<figure style=\"width: 1050px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/media.rnztools.nz\/rnz\/image\/upload\/s--CWcACaoM--\/ar_16:10,c_fill,f_auto,g_auto,q_auto,w_1050\/v1749095299\/4K6A2RK_Image_4_jfif?_a=BACCd2AD\" alt=\"Winston Peters says Te P\u0101ti M\u0101ori and the Green Party speeches so far showed &quot;no sincerity&quot;.\" width=\"1050\" height=\"700\"\/><figcaption class=\"wp-caption-text\">Foreign Minister and NZ First party leader Winston Peters called Te P\u0101ti M\u0101ori \u201ca bunch of extremists\u201d. Image: RNZ\/Samuel Rillstone<\/figcaption><\/figure>\n<\/div>\n<p>NZ First leader Winston Peters said Te P\u0101ti M\u0101ori and the Green Party speeches so far showed \u201cno sincerity, saying countless haka had taken place in Parliament but only after first consulting the Speaker.<\/p>\n<p>\u201cThey told the media they were going to do it, but they didn\u2019t tell the Speaker did they?<\/p>\n<p><strong>\u2018Bunch of extremists\u2019<\/strong><br \/>\u201cThe M\u0101ori party are a bunch of extremists,\u201d Peters said, \u201cNew Zealand has had enough of them\u201d.<\/p>\n<p>Peters was made to apologise after taking aim at Waititi, calling him \u201cthe one in the cowboy hat\u201d with \u201cscribbles on his face\u201d [in reference to his traditional indigenous moko \u2014 tatoo]. He continued afterward, describing Waititi as possessing \u201canti-Western values\u201d.<\/p>\n<p>Labour\u2019s Willie Jackson congratulated Te P\u0101ti M\u0101ori for the \u201cgreatest exhibition of our culture in the House in my lifetime\u201d.<\/p>\n<p>Jackson said the Treaty bill was a great threat, and was met by a great haka performance. Image: RNZ\/Samuel Rillstone<\/figcaption><\/figure>\n<\/div>\n<p>Greens co-leader Chl\u00f6e Swarbrick said the debate \u201cwould be a joke if it wasn\u2019t so serious\u201d.<\/p>\n<p>\u201cGet an absolute grip,\u201d she said to the House, arguing the prime minister \u201cis personally responsible\u201d if the House proceeds with the committee\u2019s proposed sanctions.<\/p>\n<p><strong>Eye of the beholder<\/strong><br \/>She accused National\u2019s James Meager of \u201cpointing a finger gun\u201d at her \u2014 the same gesture coalition MPs had criticised Ngarewa-Packer for during her haka. The Speaker accepted he had not intended to; Swarbrick said it was an example where the interpretation could be in the eye of the beholder.<\/p>\n<p>She said if the government could \u201cpick a punishment out of thin air\u201d that was \u201cnot a democracy\u201d, putting New Zealand in very dangerous territory.<\/p>\n<p>An emotional Maipi-Clarke said she had been silent on the issue for a long time, the party\u2019s voices in haka having sent shockwaves around the world. She questioned whether that was why the MPs were being punished.<\/p>\n<p>\u201cSince when did being proud of your culture make you racist?\u201d<\/p>\n<p>\u201cWe will never be silenced, and we will never be lost,\u201d she said, calling the Treaty Principles bill a \u201cdishonourable vote\u201d.<\/p>\n<p>She had apologised to the Speaker and accepted the consequence laid down on the day, but refused to apologise. She listed other incidents in Parliament that resulted in no punishment.<\/p>\n<p><iframe loading=\"lazy\" class=\"fluidvids-item\" src=\"https:\/\/players.brightcove.net\/6093072280001\/default_default\/index.html?videoId=6373891284112\" width=\"480\" height=\"270\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-fluidvids=\"loaded\" data-mce-fragment=\"1\"><\/iframe><br \/><em>NZ Parliament TV: Te P\u0101ti M\u0101ori Privileges committee debate.\u00a0 Video: RNZ<\/em><\/p>\n<p>Maipi-Clarke called for the Treaty of Waitangi to be recognised in the Constitution Act, and for MPs to be required to honour it by law.<\/p>\n<p><strong>\u2018Clear pathway forward\u2019<\/strong><br \/>\u201cThe pathway forward has never been so clear,\u201d she said.<\/p>\n<p>ACT\u2019s Nicole McKee said there were excuses being made for \u201cbad behaviour\u201d, that the House was for making laws and having discussions, and \u201cthis is not about the haka, this is about process\u201d.<\/p>\n<p>She told the House she had heard no good ideas from the Te P\u0101ti M\u0101ori, who she said resorted to intimidation when they did not get their way, but the MPs needed to \u201cgrow up\u201d and learn to debate issues. She hoped 21 days would give them plenty of time to think about their behaviour.<\/p>\n<p>Labour MP and former Speaker Adrian Rurawhe started by saying there were \u201cno winners in this debate\u201d, and it was clear to him it was the government, not the Parliament, handing out the punishments.<\/p>\n<p>He said the proposed sanctions set a precedent for future penalties, and governments might use it as a way to punish opposition, imploring National to think twice.<\/p>\n<p>He also said an apology from Te P\u0101ti M\u0101ori would \u201cgo a long way\u201d, saying they had a \u201chuge opportunity\u201d to have a legacy in the House, but it was their choice \u2014 and while many would agree with the party there were rules and \u201cyou can\u2019t have it both ways\u201d.<\/p>\n<figure style=\"width: 1050px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/media.rnztools.nz\/rnz\/image\/upload\/s--2QWvx2tq--\/ar_16:10,c_fill,f_auto,g_auto,q_auto,w_1050\/v1749106434\/4K69UCN_TPM_stand_up_1_jpg?_a=BACCd2AD\" alt=\"Rawiri Waititi\" width=\"1050\" height=\"700\"\/><figcaption class=\"wp-caption-text\">Te P\u0101ti M\u0101ori co-leader Rawiri Waititi speaking to the media after the Privileges Committee debate.
