{"id":7026255,"date":"2026-08-04T04:54:13","date_gmt":"2026-08-04T04:54:13","guid":{"rendered":"https:\/\/som2nypost.com\/uncategorized\/so-it-begins-trumps-medicaid-work-requirements-as-designed-wreak-havoc-and-pain\/"},"modified":"2026-08-04T04:54:13","modified_gmt":"2026-08-04T04:54:13","slug":"so-it-begins-trumps-medicaid-work-requirements-as-designed-wreak-havoc-and-pain","status":"publish","type":"post","link":"https:\/\/som2nypost.com\/?p=7026255","title":{"rendered":"&#8216;So It Begins&#8217;: Trump&#8217;s Medicaid Work Requirements\u2014as Designed\u2014Wreak Havoc and Pain"},"content":{"rendered":"<p> <br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/www.commondreams.org\/media-library\/60-hour-medicaid-vigil-ends-with-promise-we-won-t-get-over-this-betrayal-we-re-getting-organized.jpg?id=67568519&amp;width=980\" \/><\/p>\n<div>\n<p>A growing chorus of Democratic lawmakers, policy experts, and advocacy organizations is calling on the <a href=\"https:\/\/www.commondreams.org\/tag\/trump-administration\">Trump administration<\/a> to immediately rescind a rule imposing more strict work reporting requirements on <a href=\"https:\/\/www.commondreams.org\/tag\/medicaid\">Medicaid<\/a> recipients, a demand that came as Nebraska began kicking people off the <a href=\"https:\/\/www.commondreams.org\/tag\/healthcare\">healthcare<\/a> program for not complying with the new mandates.<\/p>\n<p>Under the expanded requirements, which were established by a 2025 Republican <a href=\"https:\/\/www.commondreams.org\/tag\/budget\">budget<\/a> package that President <a href=\"https:\/\/www.commondreams.org\/tag\/donald-trump\">Donald Trump<\/a> signed into law, certain Medicaid recipients must document at least 80 hours per month of work or another qualifying activity to continue receiving assistance. In a statement late last week, Families USA executive director Anthony Wright <a href=\"https:\/\/familiesusa.org\/press-releases\/unwise-unworkable-and-unlawful-families-usa-urges-trump-administration-to-withdraw-medicaid-work-requirements-rule-as-comment-period-ends\/\" target=\"_blank\">warned<\/a> that &#8220;these new paperwork requirements will push patients off coverage\u2014not because they aren\u2019t working or not eligible, but because of bureaucratic burdens.&#8221;<\/p>\n<p>Wright noted that under <a href=\"https:\/\/www.commondreams.org\/news\/trump-dismantling-medicaid\" target=\"_blank\">new rules<\/a> stemming from the 2025 <a href=\"https:\/\/www.commondreams.org\/tag\/gop\">GOP<\/a> budget law, even people with <a href=\"https:\/\/www.commondreams.org\/news\/trump-medicaid-work-requirements-2677293170\" target=\"_blank\">terminal cancer and other serious illnesses<\/a> aren&#8217;t necessarily exempt from the work reporting requirements, which apply to people between the ages of 19 and 64 who don&#8217;t have a disability and aren&#8217;t pregnant, in <a href=\"https:\/\/kffhealthnews.org\/medicaid\/medicaid-work-requirements-final-rules-exemptions-trump-cms\/\" target=\"_blank\">states that expanded Medicaid<\/a> under the <a href=\"https:\/\/www.commondreams.org\/tag\/affordable-care-act\">Affordable Care Act<\/a>.<\/p>\n<p>&#8220;The requirement that a patient doesn\u2019t just need to have cancer or another condition but must produce the equivalent of a doctor\u2019s note with a finding that the conditions leave them unable to work,&#8221; said Wright, &#8220;is nowhere in the underlying statute, and unworkable.&#8221;<\/p>\n<p>A pair of Democratic lawmakers, Sen. <a href=\"https:\/\/www.commondreams.org\/tag\/ron-wyden\">Ron Wyden<\/a> (D-Ore.) and Rep. Frank Pallone Jr. (D-NJ), similarly warned in a <a href=\"https:\/\/www.finance.senate.gov\/imo\/media\/doc\/08032026medicaidworkrequirementsifrcommentletter.pdf\" target=\"_blank\">letter<\/a> late last week that the Trump administration&#8217;s implementation of the new work requirements &#8220;transforms Medicaid from a healthcare program into a bureaucratic maze that will fail eligible Americans, by design.&#8221;<\/p>\n<p>&#8220;It will strip coverage from people not because they are not already working or refuse to work, but because they cannot navigate a complex web of forms, passwords, and deadlines,&#8221; the lawmakers wrote. &#8220;Implementing ineffective, exclusionary work reporting requirements will create costly administrative barriers and deny Americans access to health care, resulting in poorer health, higher mortality, and reduced financial security.&#8221;<\/p>\n<p>Wyden and Pallone urged the Trump administration to withdraw what the lawmakers described as a &#8220;disenrollment scheme&#8221; as Nebraska became the first in the US to <a href=\"https:\/\/nebraskapublicmedia.org\/en\/news\/news-articles\/nebraska-becomes-first-state-to-disenroll-medicaid-recipients-under-new-work-requirements\/\" target=\"_blank\">disenroll Medicaid recipients<\/a> for failing to comply with the reporting mandates. <\/p>\n<p>The advocacy group Nebraska Appleseed has <a href=\"https:\/\/neappleseed.org\/49359\" target=\"_blank\">warned<\/a> that the work requirements could put 40,000 Nebraskans at risk of losing Medicaid coverage. The requirements took effect in Nebraska on May 1\u2014<a href=\"https:\/\/nebraskapublicmedia.org\/en\/news\/news-articles\/nebraska-becomes-first-state-to-disenroll-medicaid-recipients-under-new-work-requirements\/\" target=\"_blank\">eight months ahead of schedule<\/a>\u2014and the state began disenrolling people for purported noncompliance on August 1.<\/p>\n<p>In a <a href=\"https:\/\/neappleseed.org\/51415\" target=\"_blank\">blog post<\/a> published last week, Nebraska Appleseed observed that the three months between the start of the work requirements and the first round of disenrollments was marked by &#8220;mass confusion,&#8221; with Medicaid recipients experiencing &#8220;long call center waits, inoperable language lines, understaffed and undertrained caseworkers, policy questions gone long-unanswered, and the lack of public state data.&#8221;<\/p>\n<p>Joan Alker, executive director of the Center for <a href=\"https:\/\/www.commondreams.org\/tag\/children\">Children<\/a> and Families at Georgetown University, pointed with alarm to <a href=\"https:\/\/nebraskapublicmedia.org\/en\/news\/news-articles\/nebraska-becomes-first-state-to-disenroll-medicaid-recipients-under-new-work-requirements\/\" target=\"_blank\">local reporting<\/a> about the early impacts of the work reporting mandates in Nebraska.<\/p>\n<p>&#8220;So it begins,&#8221; Alker wrote in a <a href=\"https:\/\/www.commondreams.org\/tag\/social-media\">social media<\/a> post on Monday. &#8220;Pregnant woman disenrolled by mistake. Long waits to get through to the call center for help. No clarity on the rules.
