As of September 30, 2026, organization license applicants will complete and submit all applications and associated fees through the<\/span> <a href=\"https:\/\/e.cbp.dhs.gov\/ecbp\/#\/main\"><span style=\"font-weight: 400;\">eCBP<\/span><\/a> <span style=\"font-weight: 400;\">portal.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">CBP<\/span><a href=\"https:\/\/www.federalregister.gov\/documents\/2026\/09\/23\/2026-19414\/electronic-export-manifest-for-truck-cargo-test\"> <span style=\"font-weight: 400;\">announced<\/span><\/a><span style=\"font-weight: 400;\"> an electronic export manifest (EEM) pilot for shipments leaving the U.S. by truck. The pilot will begin Oct. 23 and last two years.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">CBP issued<\/span><a href=\"https:\/\/content.govdelivery.com\/bulletins\/gd\/USDHSCBP-42bf8f9?wgt_ref=USDHSCBP_WIDGET_2\"> <span style=\"font-weight: 400;\">guidance<\/span><\/a><span style=\"font-weight: 400;\"> on technical corrections for certain Section 301 product exclusions.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The customs broker permit user fee will<\/span><a href=\"https:\/\/content.govdelivery.com\/accounts\/USDHSCBP\/bulletins\/429c91b?reqfrom=share\"> <span style=\"font-weight: 400;\">increase<\/span><\/a><span style=\"font-weight: 400;\"> from $185.38 to $190.88 on October 1, 2026.\u00a0<\/span><\/li>\n<\/ul>\n<h3><b>Administration<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In an interview, Treasury Secretary Scott Bessent<\/span><a href=\"https:\/\/www.cnbc.com\/2026\/09\/24\/us-china-trade-truce-bessent-trump-xi.html\"> <span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\"> that the U.S. and China have agreed to extend the trade truce by two months. The truce was meant to go through November 10, it will now be in place through January 10.\u00a0<\/span><\/li>\n<\/ul>\n<h3><b>Court of International Trade (CIT)<\/b><span style=\"font-weight: 400;\">\u00a0\u00a0<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Plaintiffs led by Learning Resources are<\/span><a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.cit.21643\/gov.uscourts.cit.21643.52.0.pdf\"> <span style=\"font-weight: 400;\">asking<\/span><\/a><span style=\"font-weight: 400;\"> the CIT to overturn USTR\u2019s forced labor investigation involving 60 economies. They argue that USTR exceeded its Section 301 authority by failing to make country-specific findings and that the resulting tariffs violate the Administrative Procedure Act.\u00a0<\/span><\/li>\n<\/ul>\n<h3><b>Department of Commerce<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Commerce published a<\/span><a href=\"https:\/\/www.federalregister.gov\/documents\/2026\/09\/24\/2026-19537\/measures-to-restrict-stockpiling-of-polysilicon-and-polysilicon-derivatives-under-proclamation-11052\"> <span style=\"font-weight: 400;\">Federal Register notice<\/span><\/a><span style=\"font-weight: 400;\"> describing how Commerce will evaluate if importers are creating new importers of record to evade the anti-stockpiling directive for solar cells, solar modules, polysilicon ingots and wafers, and polysilicon.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Commerce issued a<\/span><a href=\"https:\/\/www.federalregister.gov\/documents\/2026\/09\/23\/2026-19498\/guidance-and-procedures-for-implementing-tariff-adjustments-for-specialty-pharmaceuticals-and\"> <span style=\"font-weight: 400;\">notice<\/span><\/a><span style=\"font-weight: 400;\"> clarifying exemptions from Section 232 tariffs on patented pharmaceuticals and establishing a procedure for requesting exemptions for pharmaceutical products that meet an urgent health need.\u00a0<\/span><\/li>\n<\/ul>\n<h3><b>United States Trade Representative (USTR)<\/b><span style=\"font-weight: 400;\">\u00a0\u00a0<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">USTR held a<\/span><a href=\"https:\/\/ustr.gov\/about\/policy-offices\/press-office\/press-releases\/2026\/september\/public-hearing-regarding-section-301-investigation-germanys-persistent-underpayment-innovative\"> <span style=\"font-weight: 400;\">public hearing<\/span><\/a><span style=\"font-weight: 400;\"> on September 22, 2026, regarding the Section 301 investigation into Germany\u2019s acts, policies, and practices related to the persistent underpayment for innovative pharmaceutical products.<\/span><span style=\"font-weight: 400;\">\u00a0 \u00a0<\/span><\/li>\n<\/ul>\n<h3><b>Office of Foreign Asset Control (OFAC)<\/b><span style=\"font-weight: 400;\">\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">OFAC<\/span><a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sb0632\/\"> <span style=\"font-weight: 400;\">designated<\/span><\/a><span style=\"font-weight: 400;\"> BitBank, a priority digital assets venture controlled by OFAC-designated Iranian financier Babak Zanjani (Zanjani), as part of Operation Economic Outcast, the Trump Administration\u2019s campaign against the Islamic Republic of Iran and its enablers.\u00a0\u00a0<\/span><\/li>\n<\/ul>\n<h3><b>Department of State<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Department of State<\/span><a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesman\/2026\/09\/further-sanctions-on-cubas-mineral-wealth-and-military-modernization-apparatus-fact-sheet\/\"> <span style=\"font-weight: 400;\">designated<\/span><\/a><span style=\"font-weight: 400;\"> eight entities and three individuals to further the Trump Administration\u2019s comprehensive push to end the Cuban regime\u2019s malign activities.
